It's kind of a tough call. You'll need to do some research to ensure you're getting the best bang for your buck.
Yes, the TDP of the x5690 is 130W but the x5675 is rated at 95W. I'm a value person, so I'm trying to get the best bang for the buck. That's why I'm following your advise about the ASUS Turbo-GTX970 OC 4GD5.
