this
Asus EKWB Geforce RTX 3090 24GB (RTX3090-24-EK) 
vs 
my 4xROG Strix GeForce GTX 1080 Ti OC edition 11GB
both with waterblock.

Pls tell me, can I change this new rtx3090 with my 4x gtx1080Ti?
