whats needed to use olchashcat-lite or plus commercially? like local sl3 bruteforce solutions like ATF or others do.

oclHashcat-lite's EULA was updated with oclHashcat-lite v0.09.
The section (and others as well) which forbid commercial use without special permission has been removed.
oclHashcat-plus will have the same EULA in the next version.

does it mean that we can freely distribute this tool with our program and use it ?
also, what is the difference between lite and plus version regarding sl3 bruteforce?

You can write in English but can't read? Try to compare lit and plus versions few times till understand.
