Hashcat says Cuda toolkit not installed but it is.

I built a new rig for Hashcat I have a Ryzen 3600 and a Geforce RTX 2070 Super. I tried using The-Distribution-Which-Does-Not-Handle-OpenCL-Well (Kali) but I had driver issues and after a little while said screw it and switched to Windows. The problem I'm having is this it keeps saying ti install the Cuda toolkit. The toolkit is installed. How can I get Hashcat to realize the toolkit is installed? It runs amazingly fast without it but I want to see what Hashcat can really do. One last question is there a command or an attack where Hashcat will enter random characters between 8 and 11 charcters?
