Three GPUs is much preferred over four GPUs. With four GPUs, the GPUs will be directly side-by-side, so no airflow in between them. With three GPUs, you can leave a PCI slot in between each card to allow adequate airflow. If I were going to do four GPUs, I would look at replacing all of the chassis fans with some Delta fans.
Regarding the drives, you really only need one drive, and it doesn't need to be fast or large. It's your money so you can do what you want, but that's just way overkill for a cracking rig.
