Going over the specs, I would like to understand about the differences between PNY and EVGA regarding the blower capacity / airflow directions and correct operation with 8 GPUs but not found a clue.

If you take a close look at the first picture of the card, you should see that the cooler is not only open where the radial fan is sitting, but also at the top (top w.r.t. to the picture), which is actually the rear of the card. This is a huge benefit if you consider how the GPUs are aligned in the TYAN FT77, since this additional opending goes perfectly well with the airflowof the chassis.

Gigabyte GV-N208TTURBO-11GC: https://www.gigabyte.com/Graphics-Card/G...-rev-10#kf
ASUS TURBO-RTX2080TI-11G : https://www.asus.com/Graphics-Cards/TURB...080TI-11G/

These two are do not have the mentioned opening. The whole cooler is closed except for the hole of the radial fan. Epixoip was already referring to this here:

If so, that card will not work in that chassis. It will suffocate as it will be unable to draw in air from the rear of the card, only from the side.
