Well that's the problem with the new NV driver behavior they started with 10xx series. The clock rate depends on temperature. You can see this while you're update the status screen once in a while. You will see the clockrate going down as the temperature going up. Unfortionally there's no way to disable this. Not on windows, not on linux.

About the CL_DEVICE_NOT_FOUND is because you have the opencl runtime for mesa installed. Purge it and it will error will be gone, too.
