Hello,

Just to add my 2 cents...

I've decided to switch distros and went from OpenSuse Leap 42.2 to Ubuntu in order to use Hashcat with amdgpupro 16.40 drivers, the latest version known to work without issue.

But the truth is that the rule-based attack suffers from the same speed performance even with the 16.40 drivers.

16.40, 16.50, and now 16.60... hashcat is unusable in rule-based attacks.

I don't know what to do. I'm a long-time linux user and won't switch to windows no matter what.

Is it time to try to sell my AMD card to buy a Nvidia? What do you guys think?

The time to switch from AMD to Nvidia was 2.5 years ago.
+1.

This benchmark collection is a little behind, but it will give you a rough idea:

You're right, even with 16.40 it's a bit slower compared to 15.12. But with 16.50 and 16.60 it's twice as slow as with 16.40.

Is 16.40 the recommended version or has any testing been done with 17.10?
No, 17.20 is fine, go use it
