MCUs are physical computational blocks.
You might want to RMA the faulty GPU, if, of course, it's not a software error.
But lemme tell ya, I've never seen anything like it.
I suggest running the same command line with -d 0 and -d 1 and comparing the speed.
Also, just to be sure, try running some other OpenCL software (LuxMark, others may be found here).
Make sure you run the software on one gpu first, then the other, then compare; otherwise it's pointless.
