On a quick look most affordable mobos have only three x16-slots. The Gigabyte Z370 HD3 sells for ~120 bucks. Mobos with four slots will cost >330.
Correct me if I'm wrong but the price difference between the two CPUs and the mainboard should be another GTX1070 Ti
