I'm pretty sure that this is caused by some kind of power-level settings. Several hardware components can be either in max. power/performance mode or be in a energy-saving mode. This could also be the case for your CPUs, GPUs etc... Indeed, most GPU tuning software let you configure the power level etc and also the energy-saving settings.
I think there are already a couple of forum posts that discuss and explain exactly the same behaviour... some users observed the higher cracking performance when watching some videos on youtube etc. There are also a couple of forum threads that deal with power-levels and maximum performance for the GPUs/CPUs.
