Is there any reason why you would need to change the order ?
You might be able to create a new hcstat2 file with hcstat2gen from hashcat-utils that almost perfectly does what you want with markov. Furthermore, you could use a dict or stdin/pipe to generate and supply to hashcat the specific order you want... but these approaches will both be slower and/or consume more disk space. So the question remains, why would you do that ?
