FPGAs are such are in use, though only really as of the most recent v7 changes. That said, there's no public bitstreams at this time to utilize them and there's no recommended hardware as any implementation for devices like that will need to be device specific. Their performance for most algorithms, especially fast algorithms, will not compete with GPUs. FPGAs and similar are mainly good at algorithms GPUs are not good at (scrypt, bcrypt, similar) so unless you plan on attacking specifically those algorithms there's not much to be gained by going through all the work of implementing them.
