In my opinion ....... 

• 2nd error block, according to docs '<N' expects decimal number, not 'C'. Try '<5' for your small.rule file
  
• 3rd error block:

ERROR: C:\Program Files\hashcat-3.10/stdout.induct: Permission denied

Just remove that file and start over.
