Skip K-a-l-i. I'd go straight to release of Ubuntu 16.04 LTS, and then set up using these instructions:

... and this version of the drivers directly from AMD:

"AMD GPUs on Linux require "RadeonOpenCompute (ROCm)" Software Platform (1.6.180 or later)"
