Adding teamspeak hash algorithm

I found a thread about teamspeak 3 channel hashes. forum thread
I'd like if this would be implemented in hashcat. It is said that you can open trac ticket for doing so. How can I open one?How can I ask devs for proposition of adding this functionality?
