Not sure why your performance dropped. What version are you running -- latest release, or beta? You might try the latest beta, and see if you get the same results: https://hashcat.net/beta/
And generally, 11-char ?a is ... ambitious.
If you have *any* idea of what the characters might be, even if you did get 1M/s, I'd reduce the character set. 11 chars of ?a is going to take longer than you might expect.
