Can Hashcat Effectively Use a 4090 on a PCIe x1 2.0 Slot?

Sorry to bother you again, this should be my final question. I came across some old discussions about PCIe risers and wanted to check in on how things stand today. I'm planning to use a riser since my case is heavily modded, and I'm running an oversized motherboard in a very small case. Unfortunately, the riser can’t align properly with the slot, and a large GPU would block multiple expansion slots anyway.
My question is: do modern PCIe risers, especially the more stable, newer ones, still impact performance? Or has that issue mostly been resolved? If there is still a performance drop, is there anything I can do to minimize it, or is it best to avoid using a riser altogether? And if performance is affected, do you have any numbers (like how many GH/s might be lost) to give me an idea of the real-world impact?
