A question for atom:

Some of the Russian (document) password crackers are unable to provide their GPU versions to the USA market due to patent issues.
Yet others are able to.
Do you know what the essential problem is?
And are GPU hashcats immune from the problem?

That's simple. There is no market at all since there is no money involved. Both oclHashcats are 100% non-profit projects.
