Well, you will still get the hot room either way, even if you are able to fix the gpu overheating issue. The cards will produce a lot of heat, and if its in a small room with not much ventilation, it will heat that room fairly quick.
Also, if that fan is not enough to cool the cards, you may have your work cut out for you. If the room is hot, all you are doing is blowing more hot air onto them. First thing would be get the cards away from each other. You could use a riser and try that, might be the cheapest option to start with. If hvac is not present, either environmental cooling (it's fall in northern hemisphere, so nice cool days with an open window nearby should help) or a dedicated spot cooler.
