HIP Drivers are broken for using hashcat on windows. Fallback to OpenCL, just download the intel CPU OpenCL runtimes (even though you have an AMD chipset it is required) and you will have to select your devices manually with -d parameter. Or just strictly use your GPU with -d 1 and everything should work again.
