@wkdwilliams How did you install catalyst? I now tried to (re-)download it from here http://support.amd.com/us/gpudownload/li...linux.aspx and see if clinfo is inside:
$ wget http://www2.ati.com/drivers/linux/amd-dr...x86_64.zip
$ unzip amd-driver-install*.zip
$ chmod +x amd-driver-installer-catalyst*.run
$ ./amd-driver-installer-catalyst-*.run --extract NewDirectory
$ cd NewDirectory
$ find -name clinfo
./arch/x86/usr/bin/clinfo
./arch/x86_64/usr/bin/clinfo
So the clinfo is definitely in the zip and you should run the amd-driver-installer as sudo to install everything.
Then check if clinfo is under /usr/bin/clinfo or
$ sudo updatedb
$ sudo locate clinfo
Before the catalyst stuff doesn't work (isn't installed), oclHashcat cannot work.
Please test this things -- reinstall etc
