Having some RAM and CPU to feed the GPUs for some attacks is a good call. Ditto for the choice of FE. I've read that having the same amount of system RAM as GPU VRAM is recommended. I don't fully understand the reasoning for that yet. GPU-resistant algorithms like scrypt can certainly use some system RAM when used on CPU.
I don't have experience with the Tis so I'm not sure about real-world power draw, but back of the napkin, this looks sane.
Max is 300w if you raise the limit with nvidia-smi, but realistically I don't see mine get past about 260w each.
