		I use Programmer's Notepad 2.
Just go to "File>Encoding>UTF-8 No Mark"
Built-in Windows's Notepad sucks.
I first noticed this on hash-files then figured out that it applies on dictionaries too.
And yeah, Windows's clipbroad screws Unicode text often, I always try to avoid it.
