difference between double wide PCIex16 vs double wide PCIe Gen3 x16

Tyan does offer several GPU Computing Platforms.  Some of them are:

Whats the difference between double wide PCIex 16 vs double wide PCIe Gen3 x16?

If you scroll down to the section "Expansion Slots" you will see that both systems provide Generation3 PCI Express slots.
If you want to know the difference between the generations of PCIe check the Wikipedia page, differences mainly involve bandwidth. Double width means the physical size of the card supported: twice a single slot.

- do both chassis support modern high powered GPU cards (like the 1080ti and 2010)?

PCIe is fully downward compatible.

If you check the GPU support list with *tested* cards you will see both servers support modern high power GPGPUs (Volta and Pascal). The FT77 there is already tested against an RTX6000 so you should have no worries as long as you keep your inlet air temperature low.

big diffrence in my option in PCIE gen one VS three look at https://en.wikipedia.org/wiki/PCI_Express look at PCI Express link performance. pcie gen 1 was introduced in 2003 and x16 has a transfer of 4 GB/s Gen 3 16x has a transfer of 15.75 GB/s [url=https://en.wikipedia.org/wiki/PCI_Express#cite_note-faq4-34][/url]
