cpu doesn't matter for hash cracking with hashcat. i have used two hd 5970 on cheap motherboard and i3 530 cpu and no speed difference when upgraded to z68 motherboard and i5 2500k

It DOES matter ! hashcat is CPU-based. The more powerful CPU, the faster you get.

Depends what else you're going to do. If you want it to act as a server or do lots of other CPU-based processing of your own custom stuff you need the CPU power.
If you plan on doing nothing more than using the GPU's to crack then get a less powerful CPU. Just dont aim for cheap-and-nasty because it will bite you elsewhere.

I do not want to use something else just to SL3. So it is enough to Deploy i3 CPU.

Do you mean that the CPU is not used at all and is useless for oclhashcat ?

for SL3 you don't need CPU power.
