there is no such thing

it all depends on your "target", using an english dictionary when attacking lets say a spanish dump, yeah, you will get some passes but the effectivness will be very low

most will tell to use rockyou, but these dict is old and in my opinion to much garbage inside

there are other sources for dicts like crackstation or any clear password breach you can find (github, pastebin and so on)

regarding rules, there are dive and oneruletorulethemall with a huge rulecount, can be good or bad

I agree with what Snoopy said, but with whats available online Id probably say weakpass_3a with 2 rules applied clem9669_small and clem9669_large, if that doesnt crack it id give up XD
