Take the cheapest motherboard, ram and CPU. The motherboard has to be able fit 2 triple-slot cards. Invest in 2 HD7990, good PSU(s) and an excellent cooling system. The cooling can be from a case with a lot of ventilation power or by watercooling. You should easily be able to have all that within the price range you have specified.

its cheaper to get two 7970 then that card
